In 1922 Representative M. Clyde Kelly of McKeesport submitted his first airmail bill to the House of Representatives. President Calvin Coolidge signed the Kelly Air Mail Act into law on January 17, 1925. The act had a clause that provided for the government to foster commercial aviation. Government encouragement would have an enduring effect on the aviation industry.
